why not post the specs of your pc? ..

coz, i think, the problem is your ram memory or processor..

Go to the start - turn off - restart or just press restart/reboot button,

also if your pc is delaying when you are trying to restart it from start-turn off steps , clean pc and scan it to make it faster or just kill all tasks.
